Would it be possible to request positive cell phone bill payment history to be reported to the credit bureaus?
Would it be possible to request positive cell phone bill payment history to be reported to the 3 major credit bureaus to improve credit score?
For 6 months straight, I have been paying my $85 a month cell phone bill on time. I read somewhere that for a fee we can have positive accounts reported to the credit bureaus for the purpose of increasing credit score. Is this true, and can it apply to cell phone accounts or just credit accounts, bank loans, etc.?

You can always request, but they probably won't do it. Utilities generally don't report to credit bureaus and it probably wouldn't make a difference anyway.
Utilities are not extending you credit (loaning you money), they are selling you a service. So, paying your utility bills says nothing about how trustworthy you are with a loan.
